One of the biggest problems in the Ottoman Empire is the concentration of all power in Constantinople. Over the years, the Sultan, Abdul Hamid, has taken full control over every part of the government. His goal has been to become the absolute ruler of everything in the empire.
Direct Control of the Military
The military has six large divisions. Each division takes direct orders from the Sultan himself. This leaves no room for regional commanders to act independently. The power is tightly held at the center Honest Leadership in the Macedonian Committee.
Weakening the Local Governments
The empire is divided into about thirty-five vilayets, or provinces. In the past, local civil and military leaders had real authority. They could run their regions, punish corrupt officials, and make decisions. But not anymore.

Buying and Selling Power
In the capital, government positions are sold to the highest bidder. Anyone with enough money can buy an office, no matter how corrupt or unqualified they are. This has turned the government into a marketplace where justice and fairness are lost.
No Power to Punish the Corrupt
If a local governor finds one of his staff guilty of corruption or abuse, he cannot take action. Instead, the case must go to Constantinople. The guilty official simply travels to the capital, pays a bribe, and returns with a letter from the Sultan confirming his position. With this, he becomes untouchable—even by the courts.
A Government of Spies and Sycophants
Over time, the real government has been replaced by a network of spies and flatterers. These people don’t serve the country—they serve only the Sultan. They lie, cheat, and watch each other while ignoring the needs of the people.
People Are Losing Hope
As a result of all this, honest people are leaving the empire. Thousands have fled to escape injustice and corruption. Anyone who speaks out or dreams of reform is labeled a criminal or a rebel. Many are arrested or punished simply for asking for change.
The Empire Falls into Darkness
Today, the empire is run by parasites—people who do nothing but take from others. They fight among themselves, protect one another from justice, and ignore the suffering of the people. Meanwhile, the common people are crushed beneath their feet, with no one to defend or protect them.
